INFORMATION ABOUT CREATION OF THE AZERBAIJAN SECTION OF THE INTERNATIONAL COUNCIL FOR  SCIENTIFIC DEVELOPMENT - INTERNATIONAL ACADEMY OF SCIENCE

Constituent Assembly of the Azerbaijan Section of the International Council for Scientific Development-International Academy of Science, (AS ICSD/IAS) devoted to the 100th anniversary of the twice winner of the Nobel Prize, founder and the first president of the International Academy of Science (IAS) Linus Karl Pauling, was held on November 3, 2001, in Baku at the conference hall of  “Park Hyatt “” Hotel.
There were outstanding scientists along with foreign quests at the Constituent Assembly: President of ICSD/IAS, Dr. Prof., Academician of IAS Walter Kofler (Austria), President of the East European Section of IAS, Dr. Prof., Academician of IAS Karl Hecht (Germany), Secretary General of IAS, Academician of IAS Savoley Yelena Nikolayevna (Germany), Secretary General of the Russian Section of IAS, Dr. Prof., Academician of IAS Glazachev Oleg Stanislavovich (Russia).
Famous domestic scientists, as well as people from art of Azerbaijan also took part in the Constituent Assembly.
On behalf of the Organizing Committee Dr. Elchin Khalilov welcomed participants of the Assembly and familiarized them with regulations and other constitutive documents. He explained the goals and duties of establishing this international organization in Azerbaijan.
The eminent scientist, Member of Milli Majlis (Parliament) of the Azerbaijan Republic, Academician of the Azerbaijan NAS Jalal Aliyev congratulated participants on the creation of the Azerbaijan Section of this respectable scientific organization, and appreciated the importance of the new-founded Academy for our country.
President of IAS, Dr. Prof., Academician Walter Kofler introduced congratulations of the world-famous public man and politician, eminent scientist, former chairman of the Council of Europe George Kahn-Ackermann to the participants of the Assembly. Taking into consideration the appeal of the Organizing Committee, he agreed to select Ackermann as the foreign honorary president of the Azerbaijan Section of IAS. Prof. Kofler presented the high award of IAS, - Gold breastplate to the Azerbaijani scientist, member of Milli Majlis (Parliament), Academician Jalal Aliyev for his great progress in the spheres of selection and genetics, energetic and purposeful activity for the development of the national science and its integration with the world science.
President of the Azerbaijan National Academy of Science Academician M. Kerimov and Chairman of the Commission of Science and education of Milli Majlis (Parliament), Dr. Prof. S. Askerov were also awarded with the gold breastplate for their active work for the development of the national science.
President of ANAS, Academician M. Kerimov and Chairman of the Commission of Science and education of Milli Majlis (Parliament) S. Askerov made a speech with words of congratulation to the participants. After the ceremonial lectures of the President of the East European Section of IAS, Dr. Prof., Academician of IAS Karl Hecht, President of IAS, Dr., Prof. Walter Kofler, Secretary General of the Russian Section of IAS, Dr. Prof., Academician of IAS O. S. Glazachev, there were carried out elections for appointing the leaders for the Azerbaijan Section of IAS, also members and correspondent members of IAS from Azerbaijan.  24 outstanding Azerbaijani scientists were elected as members of IAS, and 3 scientists were elected as correspondent members of IAS. President of IAS W. Kofler said that the results of the elections were considered to be approved, as President of IAS, members of the Presidium from Germany, Austria and Russia were taking part in these elections.
The creation of the Azerbaijan Section of IAS gives a chance to Azerbaijan for solving of actual problems of society, taking part and using its scientific potential in the realization of the international grants, international scientific programs, integration of national science to the world science.
